I’m thinking about dropping pins on Google while im there to mark out the tees and baskets, but even then I can't really get that close when transfering it over to this app when im back in service?

Yes you can! GPS doesn't need cell service, so the course builder works out there — every tee and basket you drop saves straight to your phone. Two tips: with no signal the satellite map will probably be blank, so walk to each tee and basket and use the crosshair button to drop the pin right at your location. Then hit Publish like normal and it uploads on its own the second you're back in service. That's rock solid on iOS today — on Android I just tightened a few things up so it's truly locked in, and that lands in the next update. If it ever doesn't show up once you're online, open the course and tap Retry Publish. Go map it and let me know if you have any questions!
